These Rules and Regulations provide guidelines for the use of our community and the Association's common areas, prioritizing resident comfort, enjoyment, and safety. All residents and guests must comply with these Rules and Regulations.

We encourage respectful, neighbor-to-neighbor self-policing for minor violations. If a rule is violated and cannot be resolved personally, residents may request enforcement by the Association. Submit a written or email complaint via the Sharper Management Portal, including the rule violated, identity and address of the violator, location, date, and time of the violation. The submitter's information will remain confidential.

The HHA Board of Directors reserves the right to amend these rules at any time, with residents informed of changes upon approval.

General Use Regulations

  • Compliance with Laws: All persons must comply with applicable laws, ordinances, and regulations. Owners and Occupants are responsible for indemnifying the Association against fines or penalties resulting from violations.

  • Consideration of Others: Refrain from conduct which annoys or is a nuisance to others. Owners and Occupants are responsible for their families, guests, and tenants.

  • Property Damage: Owners are responsible for the cost of repair of any damage caused by themselves, their tenants, or guests.

  • Home Offices: Allowed if incidental, non-disruptive, and comply with all laws.

  • Garbage and Refuse: Garbage must be in leak-proof bags, in designated bins, and bins must be stored in garages or neatly against the home. Remove bins from roadway within 24 hours of pickup.

  • Flammable Substances: Must be safely stored; explosives are prohibited.

  • Firearms and Weapons: Not allowed except as permitted by law and only for transport to/from a vehicle.

  • Authorized Entry: Personnel may enter yards for safety/maintenance or emergencies.

  • Direction of Service Providers: Only Board or Association officers may direct service providers.

Architectural and Exterior Restrictions

  • Modifications and Approvals: No exterior/common area changes without Board approval.

  • Architectural Change Requests (ACR): Submit ACRs for major changes (decks, solar, sheds, fences, displays, gardens, animal enclosures) via the Sharper Management Portal under the Architectural Requests section.

  • City Approvals: Owners are responsible for obtaining city permits.

  • Contractor Requirements: Contractors must provide acceptable proof of insurance.

  • Sheds: One shed per unit, max 12’ x 12’, matching the home. Requires ACR and city compliance.

  • Signs and Displays: Require Board approval except small "for sale" signs and protected flags. Political signs under specific conditions only.

  • Yard Maintenance: Lawns mowed, watered; debris removed; trees/shrubs pruned.

  • Residence Maintenance: Exterior paint/stain must be uniform and well-maintained; roofs kept clear of moss/rot.

  • Solar Installations: Allowed per state law and HOA standards (placement, elevation, color, etc.).

Landscape

  • Irrigation Systems: Follow City of Chaska watering regulations.

  • Association Liability: HOA not liable for lawn damage from improper watering by owners.

Gardens

  • Garden Size and Location: Max 25% of backyard; must be maintained. Removing gardens requires restoration by homeowner.

Fences

  • Fence Restrictions: Max 4 feet in height; chain link and privacy fences prohibited. Board approval and city compliance required. Submit ACR via the Sharper Management Portal.

Vehicles and Parking

  • Recreational Equipment: No storage of trailers, boats, snowmobiles, etc. outside for more than 48 hours.

  • Snow Removal: Vehicles must not impede city snow removal.

  • Vehicle Registration: Inoperative/unlicensed vehicles must be stored in garages.

Animals

  • Pet Waste: Owners must promptly clean up after their pets in yards and common areas.

  • Permitted Pets: Only common domestic pets allowed; must be kept within owner's dwelling except when under control.

  • Pet Enclosures: Outdoor pet enclosures prohibited.

  • Owner Responsibility: Owners are responsible for pet damage and must indemnify the Association.

Administration

  • Waivers: Board may grant waivers for specific situations that do not interfere with others' rights.

  • Rule Amendments: Board may amend rules for safety, care, and cleanliness.

Violations/Hearings

  • Enforcement: Board may take legal action, impose fines, tow vehicles, or correct violations. Offenders are entitled to a hearing on request.

  • Retrospective Approval: Notify Board of unapproved alterations for compliance review. Conditional approval with compliance timeline may be granted.


These rules and regulations aim to maintain a harmonious and aesthetically pleasing community while ensuring safety, compliance, and accountability among residents.
